IndiGo board approves $1.11 million task order to advance East Campus design; further work tied to USDOT grant

The IndiGo Board on July 17 authorized a task order with CDM Smith for East Campus expansion design services not to exceed $1,107,220, approving advancement of the project’s conceptual design to 30 percent.
Andrea Hermer, Senior Director of Capital Facilities, Modernization and Asset Management, said the 30 percent design will better align the project with the existing budget and allow the team to assess cost and purpose-and-need. “The amount that the task order is for is an amount not to exceed $1,107,220,” Hermer said. She also said CDM Smith’s proposed participation of XBE/DBE firms on the task order totals 25.47 percent.
Board members asked about the project schedule and funding. Hermer and the design team said they expect to complete 30 percent design by the end of the calendar year and to seek a construction manager/contractor during 2026, with construction potentially starting in Q1 2027. Staff added a material caveat: advancement beyond 30 percent and onboarding of a construction manager are contingent on execution of a pending U.S. Department of Transportation grant for $33,000,000 that remains under federal review.
During Q&A, staff identified September 30 as the deadline by which they hope the grant will be approved to avoid schedule impacts. The board voted to approve the task order and authorized the CEO, Jennifer Pierce, to execute the task order and related agreements.
