Owner brings 17924 April Avenue into compliance; magistrate halves $700 fine

A Bay County special magistrate on July 17 found the property at 17924 April Avenue in compliance with cited code violations and reduced a previously assessed $700 fine by half.
Tim Justice, senior investigator for Bay County Code Enforcement, presented photographic evidence from earlier hearings showing piles of debris, fence panels and derelict vessels. Justice testified that the property owner began cleanup immediately after being given contact information at the compliance hearing; the owner provided photographs documenting progress and a dumpster was used to remove debris. Justice re-inspected the property and found it in compliance on April 4.
Mary Jackson, who appeared and identified herself as associated with the property, said much of the debris had been dumped there by others and that she had spent roughly $7,000 to bring the lot into compliance. She asked the magistrate to reduce the fine because of the expense she had already incurred.
Magistrate Tiffany Sotto accepted code enforcement’s recommendation that the property be found in compliance and reduced the previously assessed $700 fine by half. The magistrate directed staff on where to pay and closed the case.
