Planning commission approves 7 Brew Coffee site plan with pedestrian and drive-through conditions

The Derby Planning Commission voted 9-0 on July 17 to approve site plans for a proposed 7 Brew Coffee at the northeast corner of Rock Road and Tall Tree, subject to staff comments and planning-commission discussion.
Assistant City Planner Everett Haynes said direct access from the site to Rock Road is prohibited; the project will rely on a right-in/right-out on Rock Road and primary access on Tall Tree. Since the packet was published, the developer has revised the proposed Tall Tree access to better align with a private drive through the adjacent Derby Marketplace development, which staff said would allow full turning movements at that driveway.
Haynes described the drive-through operation: employees would take orders on mobile tablets at multiple points in the queue (a system similar to some Chick-fil-A or Dutch Bros operations) rather than a traditional speaker/menu board, and staff said the proposed stacking meets minimum requirements. The commission reviewed pedestrian access and agreed a single, intentional pedestrian connection from the Tall Tree sidewalk to the building pickup area is preferable to additional crossings that would create conflicts with drive-through traffic. "I think crossing otherwise is gonna cause conflicts with pedestrians," Commissioner Ryan said; the commission voted to accept the single connection.
Staff also reviewed landscaping, vision-triangle pruning, sidewalk needs, digital drive-through signage (two 10-square-foot wall-mounted displays near the pickup window), and building materials. The applicant proposed Nichiha fiber-cement panels with a brick appearance for the building and cooler and painted wood gates for the trash enclosure; staff said the gate should be painted to match the building color scheme.
Commissioner Heflin moved to approve the site plan subject to staff comments and the planning commission discussion; Commissioner Quigley seconded and the motion passed 9-0. Staff will confirm final driveway alignment, crosswalk widths and stop/control signage, and review the proposed digital drive-through signs as part of the site-plan follow-up.
