Commission approves Tractor Supply site plan after design compromise on entry materials

The Derby Planning Commission on July 17 approved by a 9-0 vote the site plan for a proposed Tractor Supply store in the Oaks addition, while directing staff and the applicant to modify the entry facade material and address a handful of site-detail items.
City planning staff summarized prior approvals tied to the site: a zone change earlier in the year to B-3 to allow the use, a Board of Zoning Appeals exception to increase outdoor display area, and a council special-use approval to permit limited equipment rental and sales. Staff said a traffic-impact analysis prepared for the project concluded turn lanes into the eastern access are not warranted and recommended aligning the site drives with Briarwood Street and Sunset Drive to achieve maximum separation and safer turning movements.
Traffic and circulation questions dominated early deliberations. City staff and the city engineer said alignment across the street is preferred and that the analysis showed negligible projected traffic through adjacent neighborhoods. Commissioner Ryan and staff supported alignment for safety reasons; Commissioner Heflin raised concern about the visual fit of corrugated metal on the east side of Derby. "I would be in favor of not doing corrugated metal in this area," Heflin said. A majority of commissioners agreed and asked staff to work with the applicant to use lap siding or a painted/powder-coated panel similar to Tractor Supply stores in Olathe and Argyle.
Staff also discussed setback requirements along the pond-adjacent west property line and noted the applicant proposed shifting the building east to meet the compatibility setback rather than seeking an exception. Other technical items the commission required the applicant to address before final council consideration included labeling and recording the utility easement for an on-site hydrant, specifying crosswalk dimensions and traffic-control markings recommended in the traffic-impact analysis, confirming service-line sizes, and ensuring the fire-department connection is not behind display screening.
Commissioner Ryan moved to approve the site plan for Lots 1 and 2, Block F, The Oaks addition, subject to staff comments and planning commission discussion; Commissioner Wells seconded. The motion passed 9-0 with staff instructed to coordinate facade/material revisions to match the design intent agreed by the commission.
