Benbrook suspends effective date of Encore rate filing for 90 days

The Benbrook City Council on July 17 adopted a resolution suspending the July 31, 2025 effective date of a proposed rate increase filed by Encore for 90 days, giving the city and a steering committee of affected cities time to review and respond.
Finance Director Rick Overgaard told council that on June 26, 2025, Encore filed an intent to increase revenues ‘‘of $834,000,000 or 13% over present revenues,” and that the increase would take effect July 31 unless the city acted. Overgaard said the suspension allows the city and a multi-city steering committee to negotiate or contest the filing; when asked, he described the steering committee as a group of cities that negotiate electricity pricing on behalf of member municipalities.
Councilmember Addison moved to approve the resolution to suspend the effective date; Councilmember Phillips seconded. The motion carried unanimously.
