The Buckfield Select Board voted July 1 to award a $419,317.50 contract to Pike Industries to pave Brock School Road and Paris Hill Road.
The vote followed presentation of two responsive bids and staff review. Pam (staff member) told the board that Pike Industries submitted the lower price on every line item, in some cases about $0.40 per cubic yard on reclaiming, and that Pike owns its own reclaimer — a factor the town cited as reducing risk of subcontractor-related delays. Pam said, "my recommendation is, to go with Pike Industries for this project." The contract includes a Nov. 1 completion deadline and a specification that, if a contractor cannot finish after opening pavement for culvert or other work, the contractor must pay to pave a base coat so the road can be plowed until final work occurs in the following spring.
Board members noted the town's prior experience on Parrot Hill Road and North Buckfield Road, where subcontractor scheduling created delays after road excavation. Pam said the project's current estimates leave "a little over $50,000 in contingency" to cover unexpected additional material for Brock School Road.
A motion to approve the Pike Industries bid was made and seconded; the board approved the motion. The minutes record votes of Azalea (aye) and Sandra (aye). The motion text recorded in the meeting was: "approve the bid from Pike Industries for a total of $419,317.50 for the paving of Brock School and Paris Hill Road." The meeting transcript does not specify who moved and who seconded by name.
Why it matters: awarding the contract begins a multi-step construction process that includes excavation where culverts are replaced, reclamation and final paving. The contract terms and the bidder's owning of key equipment were cited by staff as measures intended to reduce the chance of the type of delay the town experienced on previous projects.
The board also approved the consent agenda and the minutes from its June 25 meeting during the same session.
