Escanaba council approves service agreements, event permits and opioid-settlement participation

At its July 17 meeting the Escanaba City Council approved several budgeted service agreements and event permits and also authorized participation in opioid-settlement distributions.
The council approved the 2025–26 service agreement with the Delta County Historical Society; the item was included in the 2025–26 budget and was moved and adopted by roll call. The council also approved the William Boniface Fine Arts Center service agreement for $5,000; under the contract the center will provide six to eight exhibitions in the Alice Powers gallery and at least 40 creative and visual-arts classes and workshops available to Escanaba residents.
Council adopted Resolution 25-13 approving the Escanaba Elks Lodge 354 social-district application and approved a special-event street-closure permit allowing the Elks’ picnic on July 19, 2025: Ludington Street will be closed from Sixth Street to Fifth Street on the stated date with setup and teardown times recorded in the permit.
The council also approved Resolution 25-14, authorizing entry into participation agreements for the national prescription-opioid litigation settlements. The administration noted proceeds from opioid settlements have been used locally to support the DARE program in schools; the school resource officer reported recent DARE graduations and positive feedback from teachers and students.
All items were moved, seconded and approved in roll-call votes recorded in the meeting minutes.
