Board awards $1.17 million paving contract for Allen and Garish sites; approves amendment to earlier Garish walkway plan

The Southgate Community School District Board of Education on July 15 awarded a paving contract for two district sites and approved an amendment to a previously approved Garish concrete resolution.
District staff recommended awarding the Allen Elementary and Garish School paving contract to Asphalt Specialty Inc. (ASI) with a base contract of $1,054,500 and a project contingency allowance of $120,000, for a total recommended award of $1,174,500. Gary Campbell, speaking for the project team, said the district issued construction documents June 26, opened bids July 11, conducted post-bid interviews and that ASI indicated availability in August to complete both sites before school starts.
Campbell said Allen Elementary has roughly 56,000 square feet of mill-and-replace work and Garish School roughly 96,000 square feet of work in total, including 59,000 square feet of mill-and-cap and about 37,000 square feet involving removal and replacement of other areas, such as conversion of a former tennis court into expanded parking. The Garish parking expansion also will include new site lighting and utilities, staff said. The schedule presented called for about three weeks at Garish and two weeks at Allen, with overlapping mobilization so work concludes before the start of classes.
Board members noted the district is maintaining and reusing Garish as an active facility (housing adult education, alternative programs and community events) and that improved parking supports the site’s current uses. After presentation of the paving award, the board also revisited a June 24 walkway decision at Garish. Staff told the board the walkway between the school and the adjacent neighborhood is in poor condition and had an estimated construction cost of $31,852; some board members questioned whether the walkway would serve students in the site’s current commuter-oriented use and argued the district should instead remove the walkway and return the area to grass. After discussion, the board approved an amendment to the earlier Garish concrete resolution as presented.
A motion to approve the paving contract not to exceed $1,174,500 was made by Dr. Pomponio and carried. A separate motion to approve the amendment to the June 24 Garish concrete resolution (described in meeting materials as the CARES submission resolution) was moved and approved by the board.
