Staff updates: Grand Avenue Phase 2 ribbon cutting, temporary library relocation, SB 456 muralist-licensing change and other project reports

Staff briefed the commission on the June 13 Grand Avenue phase 2 ribbon cutting, a temporary Escondido Public Library relocation for roof/HVAC repairs, the rebrand of the Children's Museum of Discovery, the status of the Senate Bill 456 muralist-licensing bill and upcoming RFQ and mural projects.
City staff provided a series of operational updates and project reports to the Public Art Commission.
Grand Avenue Phase 2: Sandra Aguilar reported that the city hosted a ribbon cutting and community celebration on June 13 to mark completion of Phase 2 of the Grand Avenue Vision project. Staff said the project widened sidewalks, created outdoor dining space, introduced roundabouts (featured in a Cruising Grand procession) and aimed to slow vehicle speeds and improve pedestrian safety.
Temporary library relocation: Staff said the Escondido Public Library, built in 1980 and serving roughly "over 150,000" residents per the presentation, began temporary operations June 4 at the North County Mall while the library undergoes roof, HVAC and interior upgrades. Construction is scheduled from June 2025 to March 2026; staff said services would be relocated to maintain access during repairs.
Children's Museum rebrand: Staff reported the San Diego Children's Discovery Museum celebrated its 25th anniversary and has rebranded as the Children's Museum of Discovery; the mayor presented a proclamation at the event.
Senate Bill 456 (muralist licensing): Staff summarized state-level changes affecting public murals. Current requirements generally require muralists to hold a painting contractor's license unless an exemption applies (projects $500 or less, student-led projects). Staff said SB 456 would exempt muralists from the contractor-license requirement; Mayor White submitted a letter supporting the bill. Staff said SB 456 passed the senate floor on June 2 and next moves through the Assembly committee process, including the appropriations committee, then to the Assembly floor and the governor for signature if it advances.
Grand Avenue roundabout art RFQ and murals: Staff said an RFQ for the Grand Avenue roundabout art project will be released July 21; prior applicants will be notified. Staff also reported completed and upcoming mural and utility-box projects, a field trip of Discovery Kids camp at Queen Califia with 65 students using newly developed educational materials, and a staff visit to Venice to study mosaic maintenance and gift-shop operations. The commission was also informed that the city received an award for "best new event or festival" from a North County Arts banquet for the city's Arts, Culture and Creativity month.
Staff fielded commissioner questions about trailer design for the proposed Queen Califia visitor center, postcard updates for application materials and site-visit preparations for a possible California Cultural District semifinalist review. Staff said the grants subcommittee will assist with the cultural-district application.
