Residents urge county review of Spring Creek ISD election and contracting practices

Two residents of the Spring Creek community spoke during public comment July 15, asking the Teton County Board to review alleged election irregularities and contracting practices at the Spring Creek Improvement and Special District (ISD).
Mark Siegel, describing himself as a duly elected Spring Creek ISD board member, told the board he and neighbors had sent correspondence alleging repeated election irregularities and potential financial mismanagement over several years. Siegel said the district has not followed statutory requirements for competitive bidding on contracts he named, including a snow-plowing contract he said was worth about $265,000, and that he believes state auditors are now engaged to review some aspects of the ISD.
"It is a fact that the board has not met with the principal act requirements of ISDs," Siegel said, alleging contracts have not been competitively bid and recounting a pattern of special meetings in which board vacancies were filled without public comment.
Paul Pascatello, a Spring Creek homeowner and HOA member, said the two core concerns are unbid contracts and vacancies on the ISD board that Pascatello said should be filled by the county rather than by remaining ISD board members. Both speakers urged the county to intervene.
Chair said the comments were serious and that the county would look into the matter; the board did not take immediate action but said staff would follow up and the item could be scheduled as a known matter for discussion at a future meeting.
The speakers requested assistance and said they had received little response to prior correspondence; the board asked them to provide written materials and said it would investigate and determine next steps.
