Board receives Founders Park community center site-plan amendment; staff to seek school sign-off on stormwater pond

The Wells Planning Board received a site-plan amendment for the Founders Park community center and ice rink at its July 7 meeting and provided direction to staff and the applicant on outstanding plan details.
Wyatt Page of METR Engineering, representing the community center committee, described the submittal and said the project team expects to use existing parking at the adjacent school and town hall rather than creating a new driveway. “We did the site plans and stormwater management for the project that being on Founders Park, the community center and ice rink,” Page said.
Planning staff summarized markups and requested information. Mike told the board the planning office wants the entire parcel shown on the plan because the town hall and park are one tax-parcel for coverage and parking calculations, and the board could accept a 2005 boundary survey already on record instead of requiring a new survey. The board unanimously agreed to recognize the boundary survey on file.
Staff listed items the applicant must provide, including letters from the water and sewer districts confirming capacity, a notation of which existing trees will remain to meet the 15-foot landscape buffer along Sanford Road, and protections for adjacent buildings during demolition and construction. The board also determined it did not need additional traffic information because users are expected to park at the school or town lots and walk over to the facility.
Mike told the board that part of the stormwater pond extends over the lot line and onto the school property; he said the town will need written confirmation from the school district agreeing to the pond location. Page said the project team was already contacting the school and that a staff member, Mr. Foley, had been contacted.
The board noted historic-structure concerns for an on-site building to be demolished and asked that the project show protections during demolition. Staff said mechanical equipment would be located on the deck area rather than at ground level. The board directed staff to continue completeness review and expected the application would return to the board for a public hearing after the outstanding items are addressed.
