Planning board accepts TNN Realty warehouse site plan application and waives sidewalk requirement

The Wells Planning Board voted to receive a site-plan application from TNN Realty for a proposed 12,800-square-foot warehouse off Willie Hill Road and made several procedural determinations at its July 7 meeting.
Austin Fagan of BH2M Engineers, representing TNN Realty LLC, described the project as a cold-storage warehouse that will not accommodate tractor-trailer deliveries. “This will mostly be used for cold storage for the TC Halford TC Realty company property. He wasn't even proposing to have a bathroom or a water source there because he doesn't plan on using for anything for storage,” Fagan said; he added that the ordinance requires a well and septic and that the design will be updated.
Board members voted unanimously to receive the site-plan application. The board also determined a sidewalk was not required for this parcel, citing existing open space and prior site work on the neighboring approved lot. The board agreed the 2007 boundary plan may be recognized for the site-plan submission rather than requiring a new boundary survey. Members indicated the project will need a DEP stormwater permit for added impervious area and a state well-impact permit.
Fagan said the site would tie into stormwater infrastructure from an abutting project under common ownership, and he provided fire-truck turning templates in the submission packet to address earlier fire access concerns.
The board and applicant discussed loading-bay needs and access. The applicant said he does not intend to provide tractor-trailer access and does not plan to sublease the building; he said he would confirm final details. The board granted a 60-day extension to allow the applicant time to refine plans and resolve outstanding easement and grading items.
No formal vote on building use or occupancy was taken; staff will continue completeness review and request additional materials as needed.
