Commissioners approve Hoback Club (H1) condominium final plat with five deed-restricted workforce units

The Teton County Board of County Commissioners unanimously approved final plat SD20250002 on July 15, allowing the Hoback Club condominium subdivision at 3355 West Cody Lane in Teton Village to be recorded once deed restrictions are ready.
Senior Planner Chandler Windham told the board the 3.26-acre site is in the planned resort zone and reviewed prior approvals: sketch plan, development plan and building permits. The final plat lays out 30 condominium units — 25 market-rate short-term rental units and five deed-restricted workforce housing units — plus common areas, parking and storage.
Windham said the project complies with applicable provisions of the Teton County Land Development Regulations, including Sections 8.5.2 and 8.5.3 and subdivision standards in division 7.2. He said utilities and subdivision improvements are in place and that the technical review committee — including the county surveyor and county clerk — had cleared comments.
The planning director recommended approval with one condition: the deed restrictions for the five on-site affordable/workforce units must be recorded in the Teton County Clerk’s records by the applicant concurrent with recording of the final plat. Windham and the housing department are still finalizing covenant language and CCRs for review; the plat will not be recorded until deed restrictions are ready.
George Putnam of CERC Consulting and Rob Delaurier, the owner’s representative, were present. Commissioners discussed homeowner association assessment methods for deed-restricted units and noted the housing department is working with the applicant to avoid previous problems seen in other mixed market/restricted developments.
Motion to approve SD20250002 with the stated condition was made and seconded; the board approved the motion unanimously.
