Lake Elmo council discusses 100th-anniversary celebration; staff asked to check legal authority and logistics

Council members discussed whether and how the city should mark Lake Elmo’s centennial during the July 15 meeting, including proposals for a fireworks display, a street dance, a mayoral address and possible flyovers. The discussion produced no final vote; the city attorney advised staff to research whether the city is authorized under statute to spend public funds on fireworks and related community celebrations.

Council Member Dragosic proposed sponsoring a fireworks display and other public activities, saying "that's the kind of stuff…you usually do on a 100 year celebration." Several council members supported the idea in principle but raised concerns about the short timeline (roughly four to five months until September events), vendor availability, required deposits, site selection, coordination with Connect Lake Elmo and volunteer needs. One council member suggested a city match of community donations up to $25,000 to spread cost and engage local businesses.

City Administrator Miller and staff said Connect Lake Elmo is developing a September program and that staff could reach out to fireworks vendors and the fire chief for site-suitability input. The city attorney said there is a statute that allows community celebrations and one specifically related to centennial or historical celebrations, but staff should confirm legal authority before any expenditure. The attorney recommended tabling any motion and completing the legal and logistical homework; council members agreed to start coordination with Connect Lake Elmo and community partners and to return with more details for a future meeting.
