Council expands rural commercial overlay to allow restaurants at Snuck Farm and other 1100 North RCO parcels

Pleasant Grove City Council voted to adopt Ordinance 2025-015 on Tuesday to modify RCO qualifying provisions so that restaurants (use 5811) may be allowed on parcels with the RCO overlay at both 2600 North and 1100 North.
Daniel Cardenas, Community Development Director, explained the RCO overlay allows specified commercial uses in otherwise residential zones and that restaurants had been added as a conditional use previously but were limited to properties fronting 2600 North, parcels of at least two acres, and with adequate parking and access. The proposed change extends the geographic allowance so restaurants meeting the other qualifying conditions could also be permitted on 1100 North RCO parcels.
Paige Westover, owner-operator of Snuck Farm, appeared and said the farm already prepares food in its commercial kitchen and hosts events; the code amendment would allow the business to bring its operations fully into compliance so visitors can continue to eat food grown and prepared on-site. Westover told council Snuck Farm has added parking and meets the city’s access expectations and framed the change as continuing an established community‑oriented operation.
The Planning Commission reviewed the amendment and forwarded a unanimous recommendation for approval. After a public hearing at which no one spoke in opposition, Councilmember Jensen moved to approve Ordinance 2025-015; Councilmember Anderson seconded. Roll-call votes recorded Councilmembers Anderson, Jensen (Jansen), Limon (Lamone/Limon) and Williams as yes; the motion carried.
The amendment allows existing RCO properties on 1100 North, including Snuck Farm, to pursue conditional-use approval for restaurants if they meet the overlay’s other qualifying conditions, such as minimum lot area and required parking.
