Council OKs code change to allow apparel repair and drop‑off services in Grove Commercial Sales subdistrict

Pleasant Grove City Council adopted Ordinance 2025-014 on Tuesday to amend permitted principal uses in the Grove Commercial Sales subdistrict to include use 6250 — apparel repair, alteration and cleaning, and associated pickup services and small-scale locker/rental-type operations.

Daniel Cardenas, Community Development Director, explained the amendment would add a set of historic retail and service uses (pressing, alteration, garment repair, laundry and dry-cleaning pickup services, shoe repair and similar small services) to the subdistrict’s permitted-use table. He emphasized the city is not authorizing full-service laundromats by this change; the use most of interest to the applicant is laundry and dry-cleaning pickup services (drop-off/pick-up), though the code language also allows dry-cleaning on-site and other small repair and locker-style services.

Cardenas said the Planning Commission reviewed the proposal and forwarded a unanimous recommendation of approval. Marty (of Saint John's Properties) and other representatives from the applicant were present; the applicant said the amendment is intended to broaden the tenant pool for the commercial area with small retail and service uses that are compatible with the Grove Commercial Sales district.

Councilmember Anderson moved to approve Ordinance 2025-014; Councilmember Jansen seconded. The ordinance passed on a roll-call vote with Councilmembers Williams, Ramon, Jansen and Anderson voting yes.

The change adds a set of permitted services to the Grove Commercial Sales subdistrict, allowing property owners and developers in that area to site small apparel‑repair, drop‑off dry‑cleaning and related service businesses without a conditional-use process.
