Michael Huntley, executive director of the Youth Service Bureau (YSB), presented an overview of YSB services and outcomes and requested a $5,775 purchase-of-service contract with the city. Huntley told the council YSB provided nearly 4,000 hours of direct service to 635 unduplicated youth and families in 2024, and that in 2024 YSB served 34 Lake Elmo youth (about 200 direct-service hours). He said 2025 first-half numbers showed 27 youths served in Lake Elmo. Huntley said the diversion program’s one-year juvenile-justice noninvolvement rate was 94 percent, citing an external Washington County report.
Huntley described services including diversion, family counseling, school-based chemical-health support, youth and family education, and a developing first-responder family support program. He said YSB uses sliding fees and interpreter services when needed and provided the organization's website (www.ysb.net) for more information. For 2026 the organization requested $5,775 from the city and submitted a purchase-of-services contract for council consideration.
The council approved the consent agenda, which included the Youth Service Bureau contract among other items. The consent vote was by voice and recorded as approved; no roll-call vote listing individual members’ votes was recorded in the meeting minutes for the consent agenda.
