Lake County commissioners approve supplemental budget, correct mill levies and OK e‑bike permit; consent agenda passes

The board adopted Resolution 2025‑25, authorizing transfers of previously appropriated monies between county funds and agencies and adopting a supplemental budget and revised appropriations for fiscal year 2025. County manager Candice Bryant told the board the supplemental requests had been discussed at a recent work session and staff had incorporated the commissioners’ questions into the resolution packet.
The board also approved Resolution 2025‑26, an amendment to the 2025 certification of mill levies. County staff explained the amendment corrects an internal error made in December when a mill “credit” — which staff later confirmed with the Colorado Department of Local Affairs (DOLA) does not exist this year for Lake County — was mistakenly included in the original adopted mills. The amendment aligns the certified mills with the budget the county had actually built and submitted to DOLA.
Separately, the board approved land use file 2025‑20, granting a commercial recreation permit to a Leadville operator to run guided e‑bike tours on the Silver Kings route and the Turquoise Lake perimeter road. The permit was approved with conditions including avoiding County Road 4 (use Leadville Junction for staging if required), a parking plan, written permission from the U.S. Forest Service to use its restroom facilities, and addition of “wag bags” to the guides’ kits. Planning staff said the application had been referred to emergency services, fire, public works and the sheriff and raised no outstanding objections.
The board approved the consent agenda and other routine items by voice vote. Meeting minutes and packet materials are available from the county administrator upon request.
Actions recorded in the meeting were passed by voice vote; the record shows the board answered “Aye” to motions on the agenda approval, the two resolutions, the land‑use permit and the consent agenda.
All items approved at the meeting will be implemented by the listed county departments; staff noted the mill levy amendment is internal corrective action and that the commercial recreation permit is annual and subject to staff enforcement and review at renewal.
