At its July 15 meeting the Fulshear City Council took actions on ordinances, development permits, and professional agreements. Key outcomes:
- Ordinance 2025-1497 (CDO amendment to allow limited electronic monument signs for schools): Adopted 4-3 (see separate article). Council set a 30-square-foot electronic limit and 5 a.m.–8 p.m. illumination window.
- Specific Use Permit — Downtown food truck park (8418 First Street / downtown district): Council approved the SUP with conditions recommended by staff and modified by council. Conditions include an 8-foot southern fence/type A buffer, and an agreement for shared parking with a neighboring property; the P&Z recommendation for on-site security was not required by council.
- Specific Use Permit — Wireless communications tower at Primrose Park (ordinance 2025-1499): Approved by council. The site will be multi-carrier and the lease with the tower provider is in protocol.
- Agreement 2025-046, professional services with Civitas for a citywide chloramine conversion program (nitrification action planning and testing): Approved. Staff and Civitas described required increased monitoring (total and free chlorine, monochloramines, pH, nitrates/nitrites) and coordination with the North Fort Bend Water Authority.
- Downtown wastewater reclamation facility expansion (AUC Group): Council approved a lease/installation agreement (W W 22a) for the package-plant expansion to increase capacity from ~0.7 MGD to ~1.1 MGD; the contract amount approved was $2,721,000. The lease term chosen is five years with limited extension options.
- Ordinance 2025-1486 (technical repeal of chapter 8 sign-notice rules for wireless permits): Approved to remove conflicting notice language and align public-notice requirements with the CDO.
- Ordinance 2025-1497 (electronic-sign CDO amendment): Adopted 4-3 (repeated here because of its centrality to public comment).
- Resolution rescinding a 2016 anti-tollway resolution: Postponed by council to a later meeting so staff can provide the 2016 text and more information; motion to postpone carried.
- Specific Use Permit — Convenience store/gas station (Pit Stop): Postponed to allow further review by Planning & Zoning; applicants will return with clarified site plans and materials.
Votes summary and provenance: every item above was recorded in the meeting minutes and is reflected in the formal motions recorded in the council packet and the meeting transcript.
