Colleyville adopts consent items: Glade Road rehab interlocal and CCCPD budget approved

The Colleyville City Council on July 15 adopted consent items by a 7-0 vote that included an interlocal agreement with Tarrant County to rehabilitate a section of Glade Road and approval of the fiscal year 2026 Colleyville Crime Control and Prevention District (CCCPD) budget.
Lisa Escobedo, the city’s director of public works, described the Interlocal Agreement as funding for base repair and a 2-inch mill and overlay on Glade Road from the roundabout at Poole and Jackson to Strathmore Terrace. Escobedo said the city has budget availability and that Tarrant County provides labor and equipment under the agreement; Colleyville will pay for materials. Council members noted the work will save the city several hundred thousand dollars compared with contracting the full project.
Chief of Police Michael Miller reviewed the CCCPD proposed budget and outlined a single new personnel request: a full-time network and cybersecurity administrator reporting to information systems. Chief Miller described the position’s total cost at roughly $109,000 and said the city proposes to fund half — $54,869 — from the CCCPD budget and half from the utility fund to support citywide cybersecurity upgrades and to meet new federal security requirements with deadlines in 2027.
Finance Director Cassie Smith presented the district’s financial numbers. Smith said the CCCPD board adopted an additional $50,000 in revenues at its July meeting to cover an expense increase previously approved by the board (police officer salaries and related salary-compression costs). Smith reported CCCPD total revenues of $3,790,000, a planned $400,000 capital expenditure for server/data-center refresh, a $25,000 transfer to the equipment fund, and an operating surplus figure presented as $27,316. Smith said available reserves remain above the city’s 90-day operating target.
Information Systems Manager Patrick Stoss explained the $400,000 capital request would refresh servers at the Justice Center and other data-center equipment; he said the city is evaluating off-site hosting options as part of that project.
The consent resolution (R-25-559) recorded approval of the July 1 minutes, the Glade Road interlocal with Tarrant County, and the FY26 CCCPD budget and passed with no public comments.
