The Planning and Zoning Committee voted May 20, 2025, to approve the preliminary plat for Parkview Dickinson, a development covering 22.706 acres located generally on the west side of FM 646 with direct access to west FM 517.
Staff said the project was originally approved as a planned development (PD) by ordinance on Aug. 9, 2022, and that the preliminary plat before the committee carries the conditions established by that PD. The committee was asked to approve the preliminary plat so staff can continue with permit reviews and the applicant can proceed toward final platting and construction.
Mark Bramlett, who said he represents Alliance Residential and identified himself as the apartment developer working on the project, explained the platting step is part of preparing the site for mixed uses. “This process is really just kinda going through, the city's process as it's been outlined to us, of us just getting a little bit closer to getting ready to develop,” Bramlett said. He confirmed the plat dedicates right‑of‑way for Bentwood Cove, which is intended to be extended and later dedicated to the city when built, and that the site includes a retail parcel fronting FM 517, a multifamily parcel for apartments, and a detention/parkland reserve near the bayou.
Staff reported only technical, procedural comments remained and recommended approval with those comments addressed prior to final plat submission. The committee discussed questions about the street extension and whether the plat reflected the previously agreed PD conditions; staff and the applicant confirmed the plat reflects the PD and that final-engineering details will be resolved during permit and final plat review.
Committee members made a motion to approve the preliminary plat. The motion carried on a voice vote; no public opposition was recorded during the hearing.
The development team noted the recent demolition of the former Sears on a nearby parcel, which has been incorporated into the retail component of the overall plan. Staff emphasized the PD’s conditions remain in force and that final plat approval will be handled administratively by city staff.
