Commissioners add incident command trailer purchase to agenda; decision delayed to give commissioners more review time

Thurston County Central Services requested a resolution to purchase an incident command trailer off the federal General Services Administration (GSA) schedule as part of the county’s 2025 replacement schedule for emergency response equipment.

Procurement and timing Central Services Manager (Bruce) told the board the purchase must proceed through a resolution to buy from the GSA schedule. Staff said some vendor quotes had limited validity (one quote was good through Aug. 8), which created timing pressure. The item was added to the posted agenda after an initial posting because central‑services staff had not earlier recognized that an extra board resolution was required to complete the GSA purchase.

Commissioner concerns and board direction One commissioner said they had not had an opportunity to review the contract before the meeting and asked that the item be delayed to allow review. Commissioners agreed to move the item to the July 20/29 business meeting (the board referred to that date as the “20 ninth”) and to open the item on the business meeting agenda at the start of the meeting. Staff noted the county had until Aug. 8 to make the purchase under the quoted price, but commissioners favored additional time to review the contract and attachments.

Next steps Staff will place the incident command trailer resolution on the July 20/29 business meeting agenda with supporting procurement documents and will be prepared to answer commissioner questions about the GSA purchase process, quoted prices, and any alternatives.
