Thurston County commissioners debate state funding shifts after Commerce reallocates encampment-resolution dollars

Thurston County commissioners spent much of their July 15 agenda-setting work session debating changes the Washington State Department of Commerce made to a set of Encampment Resolution Program (ERP) and consolidated homeless grant awards and how the changes affect Olympia and other local projects.

Why it matters: county staff and local mayors had recommended allocations intended to spread a reduced state award across regional projects. Commerce reallocated some of those dollars, increasing capital support for one project (Maple Court) while reducing or defunding two others that Olympia and county staff had prioritized (Unity Commons and Olympia’s Queen Street Village). Commissioners and staff raised concerns that those shifts could reduce local placement capacity and increase pressure on emergency shelter and case-management services.
