Council approves annexation resolution for 5.09 acres despite dissent over prior service obligations

Councilman Schaffetz registered a no vote and stated on the record that the city remained “in default with previous plan of service for previous annexation” and, citing Tennessee law, said the city should not annex additional land while in default. The council nevertheless approved the resolution by voice vote; the clerk recorded the dissent.
The resolution authorizes submission of the annexation application but does not itself finalize municipal boundaries or require immediate service changes. No timetable for staff follow-up or plan-of-service remediation was given during the discussion.
