Board discusses converting TOSA role to assistant principal at Frontier Middle School; moves to executive session

The Frontier Central School District Board of Education on July 15, 2025 discussed whether to convert a 10-month TOSA (Teacher on Special Assignment) role at Frontier Middle School into a 10-month assistant principal position. The item prompted questions about staffing across comparable districts, student enrollment at the middle school and contractual/salary implications that would require executive-session discussion.

Board member Mister Swiatek introduced the topic and asked whether the board wished to consider the conversion; he said any further conversation involving contractual salary matters should be held in executive session. Board members noted the original TOSA position had been authorized on a two-year basis and had “sunsetted” at the end of that period. Board members also raised optics concerns, noting the district recently chose not to rehire some retirement positions and that converting a TOSA to an administrator could be perceived negatively by community members.

During open session the superintendent and other board members discussed comparative staffing at neighboring districts (Orchard Park, West Seneca, Lancaster and Williamsville) but the board did not resolve the issue in open session. The board decided to continue the conversation in executive session because the matter involves contractual salary and personnel details. A motion to adjourn to executive session for that purpose was moved by Miss McCordia, seconded by Missus Heffner, and approved by voice vote.

Board members asked district administrators to remain for the executive session.
