City Administrator Josh told the council the estimate is based on the city's numbers and minor changes from the state form and that returning to the revenue-neutral rate would require cutting the budget by approximately $230,000. Council members said the additional revenue would help fund infrastructure projects already under way and planned work, and would support hiring a full-time code enforcement officer that, they said, many residents want.
