Wendell approves pedestrian-plan contract, Pleasant Grove soil testing and accepts Acorn Creek parkland

The Wendell Town Board approved several administrative actions: it authorized the town manager to negotiate and sign a contract with Kimley‑Horn to develop pedestrian improvement and traffic-calming plans; approved a limited soil-assessment agreement with GeoSyntec for the Pleasant Grove site; and accepted a 1.56-acre dedication (Lot 12, Acorn Creek) from Craig and Brenda Herb for future town recreation/open-space use.
Town staff said the pedestrian/traffic-calming project will focus on three corridors—Big Falls, Taylor and Hollybrook—and will produce short- and long-term recommendations, a 10-month schedule and multiple community-engagement opportunities. Two firms responded to the RFQ; staff recommended Kimley‑Horn as the top-ranked firm and Stantec as second. The board authorized the town manager to finalize a contract with the top-ranked firm; the work is expected to begin in summer and conclude within the fiscal year.
For Pleasant Grove, staff requested approval of a limited soil-assessment services contract with GeoSyntec to sample soils at the former Rosenwald School site; the cost cited in the meeting was $35,100 and staff said funds will come from the Pleasant Grove capital budget in order to expedite the work rather than await alternate federal grants. Staff said the assessment is required as part of HUD-related assistance and that samples would be collected immediately after contract approval.
The board also approved the acceptance of a 1.56-acre parcel (Lot 12) from Craig and Brenda Herb, conveyed to the town for future recreation or greenway use. Staff noted the parcel could accommodate a future greenway connection, public art or other open-space improvements; any construction would be considered in a future budget year and developed through normal design and public-engagement processes.
All three administrative items were approved by voice vote. Town staff noted that the GeoSyntec work and the pedestrian-plan contract would move forward quickly following execution of the agreements.
