Board approves policies, donations and personnel items; superintendent outlines SB 181 waiver process and audio upgrades

The Franklin County Public Schools board approved a package of routine business July 14 including donations, policy updates, administrative documents and a cleaning contract.
Donations approved included a $2,000 sponsorship from Jay Hall with Public Risk Placement Insurance Agency for the district leadership retreat, a $1,500 anonymous donation and a $3,087.50 donation from the Capitol Court Authority to Franklin County High School. The board approved the donations by voice vote.
On policies, the board heard a first reading of modified policies adapted from the Kentucky School Boards Association annual update and then approved a set of updated policies at second reading as presented. The superintendent recommended adoption of the KSBA-recommended updates and the board approved the motion.
Administrative approvals included the superintendent—s request for leave from Oct. 2 to Oct. 10, the 2025-26 revised certified evaluation plan and the 2025-26 employee handbook; board members approved each item by voice vote. The board also approved a contract extension with Anderson Cleaning for evening custodial substitutes (consent agenda discussion) and approved the consent agenda as presented.
In the superintendent—s report, district leadership reviewed implementation of Senate Bill 181, which the superintendent described as a state law that restricts non-district-approved or nontraceable communication between teachers and students. The district has implemented both a paper waiver and an online waiver process using the Droplet platform; Tammy was identified as the district-level verifier who approves waivers. The superintendent said the online waiver system is functioning and that the district—s process notifies parents by email when a waiver is verified.
The superintendent also highlighted audio upgrades across the district: technology staff under Salah Pollard ran cabling (the superintendent described roughly 200,000 feet of cable) and audio systems have been installed at Bondurant, Alcorn Middle School and both high schools. Staff said the audio systems should be ready for the start of the school year.
Trustees received an update on the district—s bus arrival app and GPS upgrades; staff said routes and GPS systems are being rebuilt and that at least two schools may have the app by school start, with broader rollout possible by fall break.
Board members asked questions during the consent-agenda discussion about the Anderson Cleaning contract and about use of leftover contingency funds on sports-facility items; staff said they will provide additional quotes and updates at a future meeting.
