Planning commission agrees to draft Kenmore-Charles-Lafayette letter, appoints members for commercial corridor study; hears traffic and preservation updates

Fredericksburg Planning Commission asked staff to draft a comment letter on the Kenmore–Charles Lafayette intersection project, appointed two commissioners to a suggested commercial corridor working group and heard updates on traffic-calming, downtown intersection improvements and other implementation items.
At the end of its July 9 meeting the City of Fredericksburg Planning Commission reviewed several non-hearing agenda items and directed staff on next steps.
Kenmore–Charles Lafayette intersection Staff asked the commission whether to send a consolidated commission comment letter on the Kenmore–Charles Lafayette intersection project (Pathways/Virginia Department of Transportation coordination). Commissioners asked staff to finalize a letter incorporating commission feedback; staff agreed to draft and circulate a version for review and to submit it by mid‑July if possible.
Commercial corridor revitalization study (phase 2) Consultants presented findings from a phase-2 commercial corridor and shopping-center revitalization study. The study recommended form-based code changes, potential increases in allowable building height and density at selected sites, and exploring institutional anchors and public–private partnerships to catalyze redevelopment. Commission members volunteered to participate on a possible working group should council authorize it; the chair appointed Commissioners Duke Caswell and Jane McDonald as the planning commission representatives for future discussions.
Traffic, stormwater and other updates Staff briefed the commission on near-term capital work: a Mayfield Community Center–Dixon Park traffic-calming project funded with CDBG and public-works funds (curb extensions, crosswalks, ramps) is set for construction in August. Separately, the city will pursue a Transportation Alternatives Program grant to fund a raised intersection at Charles and William streets (an element of downtown traffic-calming and pedestrian improvements). Staff also noted an upcoming City Council item to update the Chesapeake Bay Preservation Ordinance and reported the wastewater-treatment-plant expansion design and construction schedule is advancing.
Next steps Commissioners asked staff to continue engagement on the commercial corridor work, to circulate the Kenmore–Charles Lafayette draft letter, and to return to the commission with any key items requiring planning-commission feedback or formal recommendations.
