Clemmons awards Village Pointe operations center contract to Davie Construction for $1,983,932

The Village of Clemmons Council unanimously awarded the construction contract for the Village Pointe Operations Center to Davie Construction Company for $1,983,932 at its July 14 meeting.

Manager Gannell told the council that five bids were received and that the lowest overall bidder, WC Construction, included a unit price for removal or relocation of unsuitable soil that was substantially higher than other bidders’ unit prices and that the bidder wanted to change several unit prices after opening. Staff said they discussed the discrepancy with the low bidder but could not reconcile the unit pricing differences and felt it would be unfair for a bidder with knowledge of other unit prices to retain that position.

For that reason, staff recommended awarding the contract to the next-lowest responsible bidder, Davie Construction, with a base bid of $1,983,932. Manager Gannell said rebidding earlier had previously reduced costs by about $200,000 and that funding exists for the project as part of a phased plan for the Village Pointe Lake property. He said the building will provide office space for deputies, parking and public restrooms for events, and will add an on-site security presence. The contract’s construction timeline is 266 days, which staff estimated would put completion in spring 2026.
