The request, submitted by Jacob Kuzniuk and presented by permitting agent Lisa Wilson, asked for a one‑year temporary permit for an RV at the terminus of Snow Goose Avenue while a barndominium is under construction. Wilson said the petitioner already has a building permit (issued March 31), a septic permit, and that the slab had been inspected; she said the owners needed temporary housing after losing a rental.
Planning staff explained that RV occupancy is allowed only in districts where the code expressly permits it; where the zoning code prohibits living in an RV, the conditional use process provides a path to allow a temporary residence based on demonstrated hardship. Wilson asked staff and the commission to consider whether the county could revisit the temporary‑RV permit process, arguing the current requirement forces applicants to come before the commission even for short, one‑year situations.
Commissioner discussion was limited. Commissioner Holmes made the motion to approve; Commissioner Noe seconded. The motion carried 5‑0.
