Adams County supervisors authorize public adjuster for storm claims, commit funds to fire truck grant and hear hospital-billing concerns

Adams County supervisors approved several administrative and recovery actions and heard public comment on hospital billing practices during their regular meeting, including authorization for a public adjuster to pursue insurance recovery for storm damage and a county commitment to match a volunteer fire truck grant.

The board voted to authorize a letter of representation for Public Adjuster, Inc. to investigate and submit a single insurance claim covering multiple county locations damaged in recent storms. The board directed the county attorney to review the public adjuster contract and indicated the firm—s fee will be 10 percent of any recovery. Public adjuster Neil Levitt told the board the preliminary inspection found "substantial damages that would be, you know, in my opinion, covered under the policy." The motion passed after a second and a vote recorded as "motion carried." The board directed staff to review the firm—s contract language before final execution.

The board also committed up to $50,000 as a local match if the county receives a federal Rural Fire Truck Acquisition grant (Rural 552 program) to replace or add a volunteer fire truck. County staff said the grant would allow procurement of a new apparatus at roughly $80,200 total cost with a local share expected around $27,000 in the example discussed; supervisors approved putting the commitment on record so the department can proceed with quotes and grant paperwork.

On infrastructure and storm-recovery finance, supervisors authorized submission and signing of a final Emergency Watershed Protection (EWP) reimbursement request totaling $110,775.66 for one project, part of a $367,651.04 total reimbursement for that EWP work. The board also authorized staff to request quotes for bridge railing and concrete repairs for Foster Bound Road (bridge railing, guard posts) following damage from a vehicle strike, and approved other project closeouts and final reimbursements on EWP contracts in the county.

In airport business the board accepted the resignation of Airport Director Richard Nelson and approved interim day-to-day management by Larry Matthews until a permanent director is hired. The airport advisory board asked the supervisors to restore regular public hours (proposed 6 a.m. to 8 p.m.) while maintaining an emergency contact after hours; supervisors approved the change. The board also approved a short technical repair to restore the airport—s self-serve fuel pump (estimated roughly $1,700 plus a cellular service fee) and approved an extension of the existing fuel provider contract until the advisory board can recommend a permanent vendor.

During county business public commenter Fred Parker presented a copy of a hospital —consent/registration— form and urged the board to help educate county employees and residents about receiving initial billing notifications by text. Parker said the paperwork allowed hospitals to send an initial text that many users treat as a scam and ignore, and that the text itself contains an opt-out mechanism. "When you sign that, you were giving Merritt Hospital the right to bill me on my telephone," Parker said, and he recommended broader awareness of the text opt-out and of patients— rights sections in admission paperwork. Parker also reviewed county health plan utilization figures supplied by Blue Cross showing about $10.97 million paid in claims from April 2020 through March 2025 and urged more emphasis on primary care to lower claims over time.

The board heard a presentation proposing that Adams County join Sister Cities International to establish a sister relationship with communities in Guinea and Timbuktu to encourage cultural, educational and trade exchanges. Presenter Divine Muhammad described existing cultural exchanges and said joining Sister Cities International would offer toolkits and best-practice support; supervisors asked staff and county counsel to review legal and budget implications before any commitment.

Administrative actions and smaller items approved included a reduced change order for a County Home repair ($6,500), acceptance of a closeout package for a job-creation grant, approval of routine travel and training requests, and multiple departmental reports. Several votes were recorded as "motion carried" with no roll-call tally reported in the public minutes.
