Resident raises concerns about Warren County library board appointments and alleged misconduct

During the public-presentations portion of the July 9 meeting, John Jenkins of the South River District spoke about the Warren County code and the recent County Library Board rules adopted Dec. 10, 2024. He asked who citizens should contact when individuals violate county rules or should be removed from boards and asked for clarity about who requested the library board be added to the county code and why.
Jenkins said, while citing the transcript, that according to “state code 42-1-35” the board of supervisors selects members for the library board and that appointees should be chosen from citizens at large with attention to qualifications. He said selected members were unfit for office because of bias against the library and cited chapter provisions allowing removal of members for misconduct or neglect of duty.
Jenkins further cited what he described as the oath language in a state code provision (transcript reference: “state code 15 2 dash 1 5 1 2, oath and bond”) and said supervisors violated the oath by refusing to allow citizens to petition for a referendum and by allowing religious intervention in government matters. He urged the commission and the community to consider those concerns.
