Commission approves county manager evaluation and raise; green-lights assistant county manager contract

During the July 10 meeting the board completed its annual performance review for County Manager Bartolo ("Bert") Ramos and approved a 5% salary increase allowed under his contract.

Commissioners spoke at length in support of Ramos, citing multiple capital projects, improved county operations and grant-seeking successes during his tenure. Ramos thanked staff and attributed results to his team. The performance review was discussed under the statutory authority cited in the meeting (NRS 241.030).

Separately, the board considered and approved an employment agreement for Assistant County Manager Sean Baker and authorized the chair to sign. Commissioners who spoke in favor said Baker had provided valuable operational support, often answering calls and handling citizen issues outside normal hours, and that offering a contract would help retain senior staff and support a formal succession plan. Several commissioners stated they favored the contract as a retention and continuity measure for county operations amid expanding capital projects.

Both votes were taken by voice and the motions carried as announced at the meeting. The board directed human-resources and finance staff to implement the approved salary change for the county manager in payroll records and to finalize the assistant county manager's signed contract for the clerk's file.
