Council schedules presentation on Rampart board of inquiry; requests chief present before county supervisors

Councilmembers debated when and where the Los Angeles Police Department would present the board of inquiry’s findings on the Rampart corruption investigation and voted to schedule a city-council briefing.
Councilmember Savornich moved that the council receive the board of inquiry report and schedule the LAPD chief to brief the council in a public session; the motion was amended and approved to set the presentation for next Tuesday so the council could hear the chief before the county Board of Supervisors receives any similar briefing. Several members said it would be preferable for the city council to hear the department's presentation first and for personnel and civil-service staff to attend the briefing to answer recruitment and hiring questions that the report raised.
The council adopted the substitute motion (69a) to schedule the briefing; the clerk recorded the motion as approved. Councilmembers asked the LAPD to brief the council and to include civilian personnel staff and Civil Service Commission representation to respond to questions about recruiting and candidate certification raised in the board of inquiry report.
The item will return on Tuesday; council leadership asked the police department to provide as much background documentation as possible in advance so personnel staff can review files and respond to specific cases mentioned in the board of inquiry report.
