Staff said physical restraint is used only as a last resort and only by personnel trained in CPI or a similar approved restraint system.
The district described training requirements: an initial eight-hour training for staff using the approved restraint system and a subsequent four-hour refresher every two years, with the majority of training time focused on de-escalation. Staff also explained post-incident procedures: parents are notified by the end of the day, and a debriefing meeting is held within 24 hours to review prevention steps and to consider supports such as behavior plans or psychological services. If an incident involves a preschool student, the district reported it submits additional reports to the state Department of Early Learning as well as to the Department of Education.
Board members asked clarifying questions about whether incidents were recurring and about the nature of reported injuries; staff said most incidents did not result in injury and described the reporting threshold for injury during restraint or seclusion.
