Votes at a glance: Fire and Police Commission approves multiple promotions, appointments and probation extensions

The Milwaukee Fire and Police Commission on July 10 adopted the consent agenda and approved a series of resolutions covering personnel actions across departments, including promotions, contingent and regular appointments, and extensions of probationary periods. All items presented on the agenda were carried by general consent, voice vote or roll call during the meeting.

Consent agenda and administrative referrals The commission adopted the consent agenda by general consent. Items on the consent agenda were: FPC 212,106 (resolution approving the June 26, 2025 meeting minutes), FPC 212,107 (referral to the Department of Employee Relations for a reclassification and market study for crime analyst positions), FPC 212,108 (referral for an examination and eligible list for Office Assistant 4), FPC 212,109 (referral for an examination and eligible list for Systems Analyst Project Leader) and FPC 212,110 (referral for an examination and eligible list for Systems Analyst Senior).

Department of Emergency Communications The commission approved promotions to Emergency Communications Officer II for Nikia Laffin, Alyssa Bowie, Shania Williams, Julia Roman, Shakita Lumpkins, Carlita Harbin and Ashley Ingram (FPC 212,112). Commissioners also approved two extensions of probationary periods for Emergency Communications Supervisor positions (FPC 212,113); the department said the extensions will allow additional time to gauge supervisor performance and to complete training related to universal call taking (UCT).

Fire Department The commission approved 50 appointments to the firefighter position to begin with the August academy class (FPC 212,114) and nine contingent firefighter appointments (FPC 212,115). Commissioners noted that injured recruits would be held for the next class automatically and would not require separate board action.

Police Department The commission approved the following police personnel actions: - Promotion of Matthew Mengele to police lieutenant (FPC 212,116). - Promotions to police sergeant for Kevin Camp, Seth Edwards, Curtis Palczynski, Donald Gaglione Jr., Kirtland Peterson and Christopher Schley (FPC 212,117). The commission met in closed session earlier that evening to interview one of the candidates (Detective Gaglione). - Promotions to detective for David Doty, Daniel Stupar and Jonathan Gleasing (FPC 212,118); two of these candidates were interviewed in closed session that evening. - Fifty-one appointments to police officer (FPC 212,119). - Nine appointments to police aide (FPC 212,120). - Promotion of Mitchell Guttenberg to crime analyst II (FPC 212,121). - Promotions of Jasmine Connolly, Rebecca Fuentes, Tanisha Lee, Tamika Parker and Benjamin Schmidt to police records specialist III (FPC 212,122). - Three extensions of police lieutenant probationary periods (FPC 212,123) and one extension of a police officer probationary period (FPC 212,124). - Rescinding of a reappointment request (FPC 212,125).

Votes and outcomes Most personnel items were approved by voice vote or roll-call with commissioners recording "aye"; meeting minutes indicate motions carried on unanimous or majority votes with no oppositions or abstentions recorded during the meeting. For the promotion item FPC 212,112 the chair recorded a roll-call in alphabetical order; commissioners Burgos, Evans, Fung, Ramey, Snyder and the chair voted aye and the motion carried. Where roll calls were taken, the transcript records affirmative votes and the chair's concurrence.

Closing note The meeting concluded with a public acknowledgment by a commissioner of the death of "Officer Corder" and notice that the officer's funeral was scheduled for the following day.
