Commission recommends continued operation of boat and RV storage under new owner with special-use conditions

The Leavenworth County Planning Commission unanimously recommended approval of a special use permit (SUP) so a pending purchaser can continue operating an existing boat and RV storage business that has been operating on the site for about 28 years.

Planning staff explained that a change in ownership triggers the need for the new owner to reapply for the SUP under current zoning and subdivision rules; the applicant said they would not change operations and intend to operate under the existing conditions. The staff packet included proposed conditions reflecting the original SUP, and staff pointed to condition number 11, which requires storage of RVs, boats and similar vehicles within an enclosed building.

Public comments: Neighbors spoke in favor of preserving the business in its current condition but asked that the county enforce the SUP conditions if operations change. Kenneth Shannon (neighbor) and Jake Heller (neighbor) said they had no problem with past owners but wanted assurance the new owner would not expand outdoor storage or make the site self-service. Jake Heller asked for a tight narrative and said he was concerned about additional traffic and changes to gate/operation practices. The listing agent, Kim Brown, said the property is under contract and the buyer understands the SUP conditions.

Commission action and outcome: After discussion and a recommendation by staff that conditions in the existing SUP be carried forward, a commissioner moved to recommend approval to the Board of County Commissioners. The planning commission voted unanimously to forward the SUP to the Board for consideration. The Board will consider the item no earlier than July 30, 2025, at 9 a.m., according to staff.
