UAMs representative warns Beaver City of new EDAM market and outlines regional energy projects

Les Williams, representing the joint action entity (UAMS), updated the Beaver City Council on regional electricity-market and project developments on July 8.
Williams told the council that the extended day-ahead market (EDAM) is mandatory for members of the PacificCorp/UNS group and that Beaver City must be resource-adequate when EDAM starts in May 2026. "If we're not, then we have to pay the penalty because we're not there," Williams said, describing a required pooled-scheduling process and monthly staff training sessions.
Williams described a second change UAMS is examining: offering “all-requirements” project participation in addition to project-by-project options. In an all-requirements model, "we would take our pro rata share of any project," he said; members could choose project-based participation or, for some projects, opt into an all-requirements allocation.
Williams then reviewed projects under development and Beaver City’s approximate shares as reported to the council: - Power County baseload (American Falls/Bridal): Beaver City roughly 2.8 MW and project moving forward; land acquired. - Millard County peaker (near Holden): Beaver City roughly 2.6 MW; some local opposition to construction noted but project continuing. - Fremont solar + battery storage: Beaver City participating; project in transmission re-study and moving forward as queue space clears. - RotoTherm: first phase has small Beaver City share; project is struggling to secure financing and is considered uncertain. - Cold Fork geothermal: Beaver City’s current allocation about 500 kW; project awaits transmission-queue entry. - Wind projects and a Fervo-type project: described as uncertain; Williams said Fervo had limited responsiveness and that data-center demand can change project economics.
Williams repeatedly stressed uncertainty about outcomes and timelines. He said training and trial runs are scheduled prior to EDAM’s start date and that UAMS staff are monitoring transmission queue timing and financing on each project. "None of us really know where it's gonna take us," he said, "but it's new for us."
Ending: Williams encouraged council members to attend the UAMS annual meeting in August, where EDAM and other items will be covered; he said staff will return with updates as project studies and market rules develop.
