PSTEB approves May and June minutes; adopts consolidated administrator licensure regulation

The Professional Standards and Teacher Education Board on July 10 voted to approve May and June meeting minutes and adopted a revised administrator licensure regulation, COMAR 13A.12.05.05, that consolidates administrator endorsements and alters some assessment and coursework pathways.
On minutes: A motion to approve the May and June minutes was made by a board member identified in the record as Miss Dan and seconded by Nikki (Woodward). The minutes were approved with one abstention; board member Miss Fishoff recorded an abstention during the roll call.
On administrator licensure: The board voted to adopt the repealed-and-replaced administrator licensure regulation after a work-group process that included representation from the Maryland Association of Elementary and Secondary School Principals, the Maryland Association of Colleges for Teacher Education, MSEA, BTU and local education agencies. The new regulation eliminates the administrator I/II two-tier structure (which previously limited some candidates to assistant principal or principal roles depending on tier), removes the ETS SLLA assessment requirement for candidates who complete a Maryland-approved administrator preparation program or who demonstrate five years of effective principal performance in another state, and clarifies coursework, culturally responsive leadership coursework, and practicum-hour minimums for the transcript-analysis route.
Doctor Taylor moved adoption; Doctor Shockley seconded. The board recorded no opposition or abstentions on the regulatory adoption in the meeting record. Chair Darren said, "Excellent work. And that will now go on to the State Board of Education. I'm very proud of that." The regulation will be transmitted to the State Board of Education for final consideration.
