The Revere Cultural Council on July 10 elected Rocky Graziano as chair, named a vice chair and secretary, and affirmed the council's local grant priorities and schedule for the upcoming Massachusetts Cultural Council funding cycle.
The council voted to accept a set of local priorities that give preference to proposals from Revere residents, projects benefitting underserved groups and youth, programs about local history, activities addressing local environmental issues, and live events from new applicants. Council members also approved the Mass Cultural Council application timeline: priority-setting by Aug. 28, 2025; the local application window opening Sept. 2; a financial-report deadline of Oct. 9; application close on Oct. 16; denial notifications due Dec. 31; and a final council report due Jan. 16, 2026. Rocky Graziano said the portal listed an approximate grant allocation of "$41,000," which he said would be discussed in more detail later.
The meeting began with introductions of new and returning members and a call to order at 5:34 p.m. Rocky Graziano, a council member and board member of the Miss Massachusetts Scholarship Foundation, accepted the chair nomination, saying, "I will certainly accept that," while noting he will be away for much of August and into September and asking for support from other officers. Jaime Jimenez, who identified himself as assistant vice president of committee engagement and workforce development at North Suffolk Mental Health Association, made the nomination; Joseph (Joe) Hafetz, a librarian at the Winthrop Public Library and a council member, seconded it.
Membership then filled the other officer roles. A motion to nominate Debbie West as secretary passed; West said, "I'll take on that position." The council also moved to appoint a vice chair during the meeting (the name announced in the discussion was recorded in the meeting transcript as "Hainey" and as "Amy" in nearby remarks); the motion passed and the council congratulated the newly named vice chair.
Members spent the remainder of the meeting reviewing the Mass Cultural Council guidelines for grant applicants and discussing operational plans for the fall review process. Rocky Graziano reviewed application logistics and key deadlines and said the council will require a quorum when making financial decisions. He described the portal workflow: reviewers can view each applicant's full submission in the Mass Cultural Council portal and also export a spreadsheet for summary review. "When we outline what our fall will look like, that's something that we just need to make sure that when we say, okay, applications close in October, when we have our November meeting, everyone should be prepared that they have at least looked at the portal and read through it," he said.
Council members discussed outreach and documentation expectations for grantees. The council emphasized that grants are reimbursement-based, require detailed budgets and project timelines, and must be spent for culturally defined public benefits. Rocky noted past practice of requiring grantees to submit post-event reports showing attendance and use of funds. Members discussed recruiting an intern or social-media manager to help advertise the application window and suggested coordinating with the city community liaison's office for broader promotion. Lark Logan, a recently arrived Revere resident, said she will "be out of town from the August to almost the September" but offered to participate remotely where feasible.
The council also discussed practical steps for handling the review workload. Members recalled that last year they split review tasks and met in multiple sessions to finalize awards and amounts; they warned this cycle could require more meetings depending on the number of applications and available funds. Rocky said he would work with the city clerk's office and the Mass Cultural Council to ensure portal access for all reviewers and promised to circulate the local guidelines, training materials and a meeting agenda ahead of the Aug. 17 meeting at 6 p.m.
The meeting closed with a list of next steps assigned to members: circulating materials and training links, confirming fall meeting dates and quorum needs, exploring social-media and community outreach options with city staff, and determining whether an intern or designated social-media volunteer should be recruited. The council adjourned at 6:14 p.m.
