Sandpoint committee considers stronger reference to Complete Streets policy in multimodal plan

The Sandpoint Pedestrian Advisory Committee on July 10, 2025 discussed recommending that the city's Complete Streets policy be more explicitly referenced or incorporated into the 2021 Multimodal Transportation Master Plan (MTMP).
Committee Chair Kaye Hughesman led the discussion, and a staff presenter said the Complete Streets policy is already included in the MTMP as an appendix and is referenced multiple times in the plan. The staff presenter said, "it's a 115-page document" and noted he had identified roughly eight references to the policy in the current MTMP.
The committee pushed staff for clarity about what a recommendation from the committee should accomplish. Members asked whether the committee should recommend copying Complete Streets language directly into specific sections of the MTMP, inserting it as an appendix, or identifying concrete wording and projects for the next formal update of the plan. A staff member said the council adopted the Complete Streets policy more than 10 years ago and that the policy "remains valid today," but that concrete value to the committee would be to specify what text or project lists the committee wants changed or added when the plan is next updated.
No formal committee vote or binding direction to city council was recorded at the July 10 meeting. Staff advised the committee that its most useful contribution would be a prioritized list of specific changes or projects to present during the MTMP update process, which typically happens on a multi-year cycle.
Members noted that many capital projects and funding requests follow the MTMP's maps and appendices, and said adding specific project concepts to the plan is one way to increase the chances a project receives funding. The committee did not adopt specific language at the meeting; staff flagged that if the committee later passes a recommendation that simply asks the city to "add Complete Streets by reference," little would change because the policy is already referenced in the MTMP.
The discussion closed with staff urging the committee to identify specific text changes or project concepts the committee endorses for the next plan update so staff and council can act on those recommendations during the formal update process.
