Council briefed on proposed city-facility overlay to allow leased properties for city operations

City staff presented a code amendment concept to create a city facility overlay at the South Salt Lake work meeting on July 9, 2025. The overlay would allow properties the city leases to be used as city facilities without changing the base zoning, and the overlay would sunset at the end of the lease.
Eliza, a city staff member, said the overlay is similar to an item discussed with council on April 23 and that the overlay would be added to Title 17. She said the overlay is proposed so the city can operate leased properties "as if it's a city property, without having to change the zone and then change the zoning back after we end that lease." The first proposed application is a parcel on Ninth West directly south of the fire department to support Public Works staging while the Public Works campus is under construction.
The staff presentation noted the overlay must still go before the planning commission (scheduled for the day after the work meeting) for a public hearing; if the planning commission forwards a recommendation, the item will return to council on the regular agenda for consideration.
Ending: staff indicated the overlay and the specific Ninth West lease proposal will appear again after the planning commission hearing; council raised no substantive questions at the work meeting.
