Sandpoint parks budget highlights: RV-park grant, possible land buys and City Beach improvements

Parks and recreation staff briefed the council on several FY26 items: a sizable RV-park grant award, potential land acquisitions for park expansion, and a program of deferred-maintenance and smaller capital projects.
Jason (Parks & Rec) told council the city received a $950,000 RV grant and committed a $50,000 match, and the city also received approximately $110,000 for the adjacent City Beach parking-lot improvements. "Combined, this is a $1.2 million project at City Beach," staff said; work will proceed with design and public outreach once grant agreements are final.
Parks staff also identified two possible land purchases for park expansion: the Union Pacific right-of-way north of Larch Street (previously discussed and partially appraised) and the Bald Foot disc-golf property west of Great Northern. The budget shows a placeholder of about $1.3 million to seed acquisition, but staff said that amount would not necessarily cover both purchases and that further appraisal and negotiation are required.
Parks will use smaller CIP funds in FY26 (about $150,000 of recurring parks capital funds, plus onetime funds) to address deferred maintenance, such as irrigation and basketball court repairs, and other smaller projects identified by the parks commission. Staff said any major parking-lot reconstruction at City Beach would likely require additional dedicated funding beyond the immediate grant.
What's next: staff will return with grant agreements, designs and public-engagement plans for City Beach improvements and continue appraisal/negotiation work for potential land acquisitions. Projects funded by parks capital reserves will be prioritized and scheduled.
