Amanda Rapicheck, management and policy analyst, told the board that OHA and county partners split some service elements out of the larger county mental health financial assistance agreement for discrete two‑year contracts; this IGA is one of the direct contracts established to maintain continuity of school‑based services while broader negotiations continue.
Rapicheck said Clatsop Behavioral Healthcare (CBH) is the designated local provider under the corresponding provider agreement included in the consent calendar. She told commissioners that CBH meets applicable statutory and programmatic requirements to provide the services.
Commissioners asked whether separating service elements from the umbrella agreement made the services more vulnerable. Rapicheck said the county and OHA have been negotiating language about funding availability; she said the individual contracts contain termination clauses allowing the county to end the contract if funds are not provided. Commissioners emphasized the importance of securing ongoing funding and requested improved reporting on program metrics.
The board voted to approve the IGA by voice vote; the chair called for “aye” and the motion passed.
