The Taneytown Mayor and City Council reviewed annexation resolution 04A-2025 concerning a single-family dwelling at 3300 Harney Road on July 9, a step officials said is needed to allow the property to connect to the city sewer system after a failing septic.
City staff said the Carroll County Health Department required sewer connection because the dwelling’s septic system was failing. Because a property must be inside city limits to tie into the municipal sewer, staff explained, annexation is the administrative step that makes the connection possible.
Staff described a survey complication that revealed the house was not contiguous to the city as GIS maps had suggested. Two narrow strips of land — an L-shaped sliver between the house and Harney Road and a 10-foot-wide strip between the house and a neighboring farm — were conveyed by the farm owner so the house parcel would be contiguous with city limits. "That property owner was cooperative and agreed to annex that 10 foot wide strip of land, so that this house would be considered contiguous to the city," staff said.
Council members were told a public hearing on the annexation had already been held with no public comments. City staff said passing the resolution at the council’s next meeting would complete the municipal step, after which administrative follow-up remains to effect the service connection.
No council vote on the annexation was recorded at the workshop; staff said the resolution will be on the agenda for the city council’s regular meeting on Monday for final action.
