Committee extends special redevelopment-area outdoor-advertising rules for three more years

Sen. Rubio presented SB 783, which extends by three years the sunset date for special rules that regulate outdoor advertising displays in former redevelopment areas. The sponsor said the extension is intended to allow stakeholders and impacted communities more time to negotiate a permanent solution.

"Outdoor advertising displays play an important role in helping businesses attract customers, and the revenue generated by local taxes from these businesses and shopping centers is critical for community programs and services," Senator Rubio said, announcing she would accept committee amendments.

Jeff Sievers, testifying for In-N-Out Burger, said his company has over 300 stores and a single sign in Glendora constructed through redevelopment; without the extension the sign could have to be removed on Jan. 1 with substantial expense. "Without the sign, nobody would even know the shopping market exists," Sievers said.

Paul Gonsalves spoke for the City of Hawaiian Gardens, saying outdoor displays are important for a city measuring less than one square mile.

Opponents included representatives of the California State Outdoor Advertising Association, who argued the extension creates an unfair market advantage for noncompliant displays and could risk loss of federal Highway Beautification Act-related funds if displays remain out of compliance with federal standards.

The committee voted to pass SB 783 as amended to the Committee on Appropriations; the chair recorded 21 votes in favor at the final roll call and left the roll open for five minutes for absent members to add on.
