The Carson Area Metropolitan Planning Organization on July 9 approved a proposed three‑year disadvantaged business enterprise (DBE) participation goal of 0.82% for Federal Transit Administration‑assisted contracts during federal fiscal years 2026–2028 and authorized the transit manager to make administrative, non‑substantive edits to the DBE program plan.
Marcus Myers, transit coordinator for Carson City Public Works, said staff used project NAICS codes and the number of available DBEs in a market area that includes Carson City, Douglas, Lyon, Storey and Washoe counties to calculate a weighted goal. Myers described the methodology in the staff packet and referenced tables in the packet that show the calculations by project and NAICS code.
Staff held a 30‑day public comment period, June 4–July 4, and a public DBE stakeholders presentation; Myers said no comments were received during either outreach effort. The plan and methodology will be submitted to the Federal Transit Administration for review and approval if the board’s action stands.
Board members asked about the change from the previous three‑year goal. One member noted an earlier figure of 1.43% and was told that the 1.43% was the prior goal and the new figure (0.82%) is lower. Myers said the reduction is driven mainly by a lower total project budget for 2026–2028 ($6.6 million, compared with $7.8 million in 2023–2025) and by the large share of funds going to operating expenses, which generally have few DBE‑eligible opportunities. Chair Greg Novak observed that 0.82% of $6.6 million is roughly $54,000 across three years.
The board voted unanimously to direct staff to submit the DBE program to the FTA and to authorize the transit manager to make administrative amendments resulting from regulatory changes that do not alter the participation goal or the program's substantive procedures.
What this means: the 0.82% goal establishes CAMPO's target for DBE participation on FTA‑assisted contracts during the next three federal fiscal years; the FTA must review and approve the methodology before it becomes final.
