CAMPO approves small amendment to 2025–26 planning work program; chair discloses family tie to presenter

CAMPO approved Amendment No. 2 to its Unified Planning Work Program (UPWP) for fiscal years 2025–2026 on July 9, 2025, and authorized the transportation manager to accept non‑substantive edits requested by state or federal reviewers.

The modification deletes section 3.1 of the UPWP and makes related edits, according to the staff report. Chair Greg Novak disclosed a family relationship before the item was presented, saying, “My nephew is Chris Martinovich, who is employed by Carson City and will be presenting this item.” Novak said the relationship would not “foreseeably impair or enhance the terms of his service with the city” and that he did not have a disqualifying conflict under Nevada law. The body voted unanimously to approve the amendment and authorization.

The change is described in the staff packet as an edit to align the UPWP with required reviewer comments; the motion also allows the transportation manager to make adjustments requested by the Nevada Department of Transportation, the Federal Highway Administration or the Federal Transit Administration provided those changes do not “substantively modify the work element activities or budget of the UPWP.” Transportation Manager Chris Martinovich told the board he had nothing additional beyond the written staff report and was available for questions.

Board members had limited substantive discussion. One member noted the removal of “planning emphasis areas” appeared reasonable given recent federal changes, and Martinovich confirmed he did not expect further substantive amendments to the work elements unless funding or scope changed. Staff clarified an amendment to the monetary agreement that funds the UPWP could come later if anticipated funds change.

The board approved the motion without recorded opposition. The UPWP governs how CAMPO will allocate planning work and associated federal and local funds; the approved language gives staff flexibility to process non‑substantive federal or state edits while preserving the written work elements.

What happens next: staff will finalize the approved amendment language in the UPWP and, if needed, submit any non‑substantive edits to the identified federal or state agencies. Should the monetary agreement funding the UPWP change, CAMPO staff said a further amendment to the UPWP or the funding agreement could follow.
