The Town of Buena Vista Board of Trustees on July 8 approved a minor amendment to the intergovernmental agreement (IGA) for the Chaffee Housing Authority (CHA) that clarifies the board’s operational oversight responsibilities.
Town staff explained the amendment narrows the board’s role to directing the authority’s executive director rather than directly supervising individual staff members. Brian explained this reflects current operations: the authority’s executive director supervises day-to-day staff while the CHA board provides oversight and direction to the executive director.
Staff said Chaffee County had previously tabled the change while suggesting alternate wording; town staff recommended a concise revision that CHA could address in its bylaws for interim-director situations. Trustee Swisher moved to approve Resolution 50 (Series 2025), Trustee Sturm seconded, and trustees voted to adopt the amendment.
Staff said the CHA board will update its bylaws as needed to align internal staffing procedures with the amended IGA and that other member jurisdictions will be asked to consider the same amendment.
